Project management in Nicoya & Cóbano

Two municipal offices, one point of contact

The Nicoya Peninsula rewards patience and punishes improvisation. Nosara and Playa Guiones file their permits with the Municipalidad de Nicoya, while Santa Teresa and Mal País fall under the Concejo Municipal de Distrito de Cóbano — two different offices, each with its own queue. Many lots here need a SETENA environmental viability study, Nosara's biological-reserve setbacks are enforced, and a confirmed water letter from the local ASADA comes before design, not after. Construction then meets rough access roads and a grid that drops out in the green season, which is why we plan material deliveries, water storage and solar backup into the schedule from the start. If you are still choosing a lot, an owner's representative review is the cheaper first step; the wider picture is in our Nicoya and Cóbano area guide.

Permitting

The environmental file is the long pole. Lots inside protected or vegetated zones trigger a SETENA viability study, Nosara's biological-reserve setbacks are enforced, and confirmed water from the local ASADA is a genuine gating item before design begins. Municipal processing is slower and more remote than the Central Valley, so the permitting calendar needs padding.

Site conditions

Environmentally sensitive terrain where tree-cover retention, root zones and drainage shape the plan more than the view does. Grid service is weak and drops out in the green season, water is scarce, and access roads are rough — which pushes most projects toward lighter structure, rainwater capture and solar with real storage rather than grid dependence.

The market

Wellness and surf luxury driven by scarcity and lifestyle rather than density. The appeal is high but the buyer pool is boutique, and infrastructure, access and environmental constraints carry a real risk premium that has to be priced honestly into any feasibility read.

Overview

Building a house in Costa Rica means hiring an architect, a builder, a topographer and an engineer, then working through a string of institutions that each run in Spanish and on their own clock. Full project management puts one bilingual advocate between you and all of them. We set the scope with you, build the budget from real Costa Rican construction costs, run competitive bids for the architect and later for the builder, carry the permit file, and then stay on the job through construction — on site every week, controlling change orders and reporting back with photos — until the warranties and the handover file are in your hands. Unlike our general contracting service, we are not the builder here: we work for you, and we hold the builder to the contract on your behalf.

Local practice

Built to Costa Rican standards, not imported ones.

Whatever the service, the underlying method is the same. Structure is reinforced concrete block and beam or light-gauge steel, sized against the seismic zone your lot sits in. Overhangs are deep enough to keep driving rain off the walls. Foundations are raised and drained. Timber is treated or naturally resistant, and detailed to stay out of ground contact.

These are not preferences. They are what has been shown to survive here, and they are why we do not simply execute a set of plans drawn for a different climate without redesigning the parts that would fail.

Local questions

Project management in Nicoya & Cóbano

Why do Nosara and Santa Teresa projects take longer to permit?

The environmental file is usually the long pole: vegetated or protected lots trigger a SETENA viability study, and water availability from the ASADA has to be confirmed before design. Municipal processing is also more remote than in the Central Valley. We build that time into the schedule at the outset, so the start date is realistic rather than optimistic.

What site conditions affect building in Nicoya & Cóbano?

Environmentally sensitive terrain where tree-cover retention, root zones and drainage shape the plan more than the view does. Grid service is weak and drops out in the green season, water is scarce, and access roads are rough — which pushes most projects toward lighter structure, rainwater capture and solar with real storage rather than grid dependence.

Which neighbourhoods in Nicoya & Cóbano do you work in?

We build throughout Nicoya & Cóbano, with most of our work concentrated in Nosara, Playa Guiones, Santa Teresa and Mal País. Wellness and surf luxury driven by scarcity and lifestyle rather than density. The appeal is high but the buyer pool is boutique, and infrastructure, access and environmental constraints carry a real risk premium that has to be priced honestly into any feasibility read.

How is project management different from hiring a general contractor?

A general contractor builds the house and earns its margin on the construction contract. A project manager works for the owner: we select and supervise the architect and the builder, check their work and invoices against the contract, and have no stake in the construction price. If you would rather have one company design and build under a single contract, that is our general contracting service.
