Design management in Peninsula Papagayo

Two approvals, in order, before the first pour

At Peninsula Papagayo the design is approved twice, in sequence. The master plan's architectural control board rules first on materials, massing and colour; only then does the Carrillo municipal permit follow. Most parcels sit on concession land in the maritime terrestrial zone, so the concession and its build conditions govern before any drawing is stamped, and a SETENA filing is routine on the coastal frontage. Design management here is largely about sequencing: we brief the architect on the guidelines before schematic design, prepare each board submission to pass the first time, and track the SETENA file alongside so it never becomes the critical path. Site-accurate 3D renders often make the board presentation easier. The wider picture of building here is in our Peninsula Papagayo area guide.

Permitting

Building inside the master plan means two review tracks in series: the Papagayo development's own architectural control board sets materials, massing and colour, and only then does the Carrillo municipal permiso follow. Most parcels sit on concession land in the maritime terrestrial zone, so the concession title and its build conditions govern before any drawing is stamped, and a SETENA filing is routine on the sensitive coastal frontage.

Site conditions

Dry tropical exposure on a steep, salt-laden headland above the gulf. Every ferrous fixing, rail and coil needs marine-grade selection, view lots fall away sharply enough that retaining and access dominate the early budget, and the architectural guidelines push toward a specific palette of stone, hardwood and deep-shaded glazing.

The market

The highest-prestige address in the country and, by design, the least scalable. This is branded-residence and trophy-estate territory where a single exceptional house or a controlled master-plan parcel makes sense — never an ordinary subdivision play. Buyers arrive through Liberia and compare against international resort real estate.

Overview

Before a single block is laid, the decisions that fix most of what your house will cost and how long it will take have already been made: which lot conditions matter, which architect you hire, what you ask them to draw, and how cleanly the permit file moves through the CFIA and the municipalidad. Design management puts an owner-side advocate in charge of that phase. We set the scope and budget with you, check the lot before design starts, run competitive bids for the architect, review the design at every milestone and carry the approvals — so construction starts from a complete, permitted plan rather than a hopeful one. On hillside lots like those in Escazú, that includes the soil and slope work.

Local practice

Built to Costa Rican standards, not imported ones.

Whatever the service, the underlying method is the same. Structure is reinforced concrete block and beam or light-gauge steel, sized against the seismic zone your lot sits in. Overhangs are deep enough to keep driving rain off the walls. Foundations are raised and drained. Timber is treated or naturally resistant, and detailed to stay out of ground contact.

These are not preferences. They are what has been shown to survive here, and they are why we do not simply execute a set of plans drawn for a different climate without redesigning the parts that would fail.

Local questions

Design management in Peninsula Papagayo

Does the Papagayo design review replace the municipal permit?

No. The master plan's architectural control board approves the design against its own guidelines, and the Carrillo municipal construction permit is still required afterwards, along with CFIA registration of the plans. On concession land the terms of the concession also have to be met. We plan the submissions in that order.

What site conditions affect building in Peninsula Papagayo?

Dry tropical exposure on a steep, salt-laden headland above the gulf. Every ferrous fixing, rail and coil needs marine-grade selection, view lots fall away sharply enough that retaining and access dominate the early budget, and the architectural guidelines push toward a specific palette of stone, hardwood and deep-shaded glazing.

Which neighbourhoods in Peninsula Papagayo do you work in?

We build throughout Peninsula Papagayo, with most of our work concentrated in Nacascolo and Papagayo master plan. The highest-prestige address in the country and, by design, the least scalable. This is branded-residence and trophy-estate territory where a single exceptional house or a controlled master-plan parcel makes sense — never an ordinary subdivision play. Buyers arrive through Liberia and compare against international resort real estate.

Why hire a design manager if I already have an architect?

Your architect designs the house; a design manager protects the brief and the budget around that design. We check that each milestone stays within scope and cost, coordinate the engineers, surveyors and utilities, and make sure the drawing set is complete enough for builders to price accurately — the step that is easiest to rush and most expensive to get wrong.
